You don't measure fuses by measuring voltage, you want to know their continuity. You can do this by setting the multimeter to resistance mode, or put it in the buzz mode, then measure on both sides of the fuse. Ideally, you take one side of the fuse out of the circuit, or completely out and measure.

Well, it seems that all coils that do not fire are the low power solenoids and a couple special solenoids. All of them have the fuses F102 and F104 in common. But you seem to measure the correct voltage on the slings, so that should rule out fuse problems.

That brings you to the drive side of these coils, connectors J109 and J113 are responsible for grounding the solenoids according to the manual. When not firing, these connectors should have 50V+ as well. I don't suspect all of the driver transistors to be failed.
