According to the schematic, you won't see the match lights at all unless the adjustment plug is in the on position, so I suspect the plug is in the on position.

Do you ever see this counter (the "credit unit") change numbers? It should increment on an end-of-game match, a high score threshold or by adding coins. And it should decrement when you start a new game.
