I have already re-flowed all the header connectors on the display boards.
I know they work because sometimes the just go solid other times they flicker like crazy.
You said you have a meter - power OFF - read the resistor values and compare to the schematic.
You likely have more than a single problem here. Try not to get too hung up jumping all over the place. Get the game stable and working correctly before jumping back to the flickering displays - they won't prevent the game from working most likely.
