When I start a new game all the score reels reset and the game works fine.

The problem or question is the coil for the reset bank under the playfield keeps pulsing

(resetting the bank) until the score reels reach zero then the coil stops and the game begins
Would this be normal for the start up sequence for this game?

I don't know but the pictures did not come up? you could put in the title and see if it comes up to look at

The Reset Bank solenoid will fire once per Score Motor cycle whenever the motor is running and the Out Hole or Reset relay is active:

The Reset relay will be active until reset is done. So yes, it could fire multiple times during reset.

There's a schematic on IPDB, although they could use a better one (hint).

Never saw this set up before where the coil keeps engaging several times
to reset a bank.
