Hello,

If U16 and U17 are good, may be you only have to turn R6 potentiometer to adjust voice speed.

Check outputs of U16 and U17 with multimeter.

For U16 outputs are inverted inputs, so if input is 0v, output must be 5v.

For U17, if one input is 0v output is 5v.
