But these weren’t made with the sole purpose of sales (except TT). I’m sure there’s a market but the problem is balance between the amount of work needed to make something good and what someone would pay as well as licensing.

It’s a mountain of work, and at the end another question is how fun/good is it? (Not talking about LoL in particular just a general question)
What would be estimated for creating a game of equal quality as LoL for a customer who wanted a game?
