Check the individual switch for continuity and operation. If they check out start tracing the wire from the switch to each point of connection all the way back to the connector on the board. I bet you have a broken ground wire in series. Find the ground wire that is common to those switches and clip on a test lead then clip the other end to ground and see if your switches respond.
