Not rare but always neat to find great original paperwork in the back or bottom of a machine. I don't know if I have found that exact one but I have found several similar since I started in the hobby.
It is always cool to find original receipt from purchase of a machine, service paperwork from a machine, goodie bags, etc. I always love that sort of stuff!
With Hi Deal being an add a ball, perhaps it was written for the operator to show if the Sheriff turned up!

I have seen these, in pinball photos. They are usually glued to the upper apron. I think it is a statement to declare that this pin is not a gambling device. Serial number of the game would of matched the machine. It looks to be in fair condition.
