To test if one of the before 4th or 5th trip bank switches is causing a problem, try tripping the red rollover and see what happens, that will bypass both of those switches. Also, since the problem seems to be common to all squares, I doubt the footrail button have anything to do with it since they all are inoperable. Bingopodcast is right, those buttons are worth a look and cleaning anyway because crud fell into the game over the years and those get pretty filthy. Also, this could have something to do with the shutter switch 4B. It's a straightforward circuit but there's quite a few switches involved to get those things turning.

Did you pass the bank switch with a jumper to be sure? Just wondering what you did to isolate it.
