does it fall when you turn the power off? Or does it stay stuck? If it falls when you turn the power off it is probably electrical problem. If it stays up after you turn the power off then it is a mechanical issue it is probably hanging up on something or plunger and or coil stop is magnetized.

check the end of stroke switch it's probably stuck.

Read on a site that it's a failed diode on the coil. Make sure both ends are soldered on the coil lugs

It just sticks a little when playing. It falls right back down with no problem while game is on.

then its mechanical....lift pf and watch it....something must be binding.

Check for worn/dirty coil sleeve or weak spring
