It will be your C2 cap (25V100uf) that looks good from the top but is leaking underneath. I deal with this problem once a week on DE games from LW to Frankenstein. That will fix your original problem but the other problem this cap causes is lock-ups. Expect bad tip 36 transitors on your PPO board that need to be replaced along with and coils they took out.
