LW3 and other DE games of the era have very bad power issues. I would start by looking at the power supply board. Your GI is all run trough a single connector near the upper right corner of the board. It should be easy to spot because of the brown/black scorch marks. If you are lucky it is just the connector that is bad. Most of the time the header pins on the board are gone too. There is also a small cap that sits too close to a couple of the heat syncs that likes to cook and the bridge rectifier likes to go bad. Xpin makes a great replacement board that is not too expensive if you find yourself looking at more board work than you want to deal with.
