LW3 funky boot up issue

Hey all. My lw3 seems to boot in an odd way. It turns on and does not finish the phrase "we're back in action" before it asks to start a game. Sometimes it doesn't even let you pick a song. I tried the start button but to no avail. Could it be the ppb? I'm not sure how the boot sequence is determined. Whether a board would cause this or not. It has the most current roms.

There are 3 LEDs on the cpu board. What are they showing?

Several different possibilities here. I would also go into switch test and see if any switches are closed that should not be.
