Yes, you can combine the ROMs to a single image. I've got the image here, or you can just double it up and program it on a single 27c040 for LW3. Some shipped with a single chip, it's just a jumper change...
Not a lot of chips on that display controller to test. Is the processor running? Activity on the data/address lines of the proc and ram chip? Any burnt components?
