Is there power on both windings of the coil?

Check associated diodes and hold transistor.

If the hold transistor is bad the power end of the winding can work moving the flipper bat but once the EOS is engaged then the bat will just drop as there’s no power grounded at the second winding.

No problem. Basically each lug should show coil voltage (I think WPC is around 70v but double check). The coil is made up of two windings one for power which you have and one for hold which is your issue.

If you ground your black lead and place your red lead at each lug you should see the full coil voltage as the coils all run off a ground circuit meaning power is always present at the lugs and a ground signal from a drive transistor is what allows the coil to engage.
