Low power trough clearout?

I've got a No Fear that has started continually putting balls into the shooter lane. I've already checked a bunch of things (switch edge test, bang on playfield, file divots in trough, reseat cables, etc) but it's still doing it, and maybe has even gotten worse.
I've witnessed the trough kickout coil doing what looks like a half-power kickout plunge, followed by a full power kickout.
Is this a symptom of a flaky trough jam opto? It mostly tests OK, but I've got my suspicions about it.

Just wanted to wrap this up.
I ended up replacing just the trough jam emitter. Long story, but I left the original receiver in there. It now seems to be working correctly.
