Um, no, not true, at least on my machines. My machines are at a 6.5 degree pitch (measured on the playfield) and on all of them the cabinet is *not* level: the cabinet is at least 2 - 4 inches higher in the back than in the front. This is true on my Sega, Stern, and William/Bally machines so it doesn't seem specific to a particular manufacturer.
Thus, I would argue that a perfectly level cabinet (such as one sitting on a cart) would have a shallower playfield pitch than a cabinet properly installed on its legs.
