    It can also be the alignment of the VUK. I had this problem on both TSPP and LOTR. You can pick up a diverter kit from Pinbits that sends the balls from the POTD to the wire form minimizing the stacking in the shire. IMHO the game flows a bit smoother with the kit installed. You will just have to hit Sam more from the flippers.

    Oh, don't discount changing the sleeves. That makes quite a difference as well.

    It may be the alignment of VUK or the wire form. I had this problem on mine. It's likely not coming up weak. Do a solenoid test and keep feeding balls onto the switch. Pay attention to what the ball hits coming up from the plunger in the VUK. Also, make sure the switch is working smoothly and that the ball is able to sit in position to be launched.
    TSPP has this issue as well. It is a nightmare when the ball cant get up to the upper playfield.
