LOTR Saucer Weak in Gameplay but good in Test? Stern says..

Issue:Top Saucer (Right side near tower) isn't kicking ball out.

Diagnosis: Switch in saucer working properly. Saucer kicker is WEAK (it attempts but unable) and unable to get ball fully out. In both Coil Test AND Ball Search, Ball kicks out as it should. So in essence, during gameplay and or/attract mode saucer kicker is WEAK, and unable to kick ball out, even though it tries.

Anyone ever run in to this?

Reply from Stern:

During test or coil search the CPU will use MAX power ever time in order to get the ball out and back into the trough. I can only think that there might be something a bit off that is causing the ball to possibly bounce when the ball. I would inspect the up kicker and any scoop and make sure everything is lining up correctly. Unfortunately this being an older game I do not have much information on this issue.

What am I missing here? And not trying to be difficult, but seeing as Stern BUILT the game less than 20 years ago (and even re-ran in a couple of times) - saying you don't have much information seems like a ridiculous response.
