I am guessing the CPU board has problems based on the threads I could find related to F11.

You may be able to send it to Stern to have them test and repair it.

That picture does look odd. What is that little metal tab that is scratching the F11 text.

Could it be shorting there or is that a hack solder job?

Yours looks like perhaps the solder broke off, or has been redone. I would probably reflow the solder at the text to see if that makes any difference.
