Yes, if you plugged it in upside down, you most likely fried the rom image on the chip. The chip itself isn't bad, it can be reprogrammed. I also learned this lesson the hard way. Good tip I learned, that I didn't know before, the chip will have a notch in it, this represents how it should be installed.
