Lost World: what does these test point readings mean

When everything is plugged I get normal readings off the 5 test points on the rectifier board. When I unplug the J1 and J3 connectors from the board, the amounts are below the acceptable amounts ( as described in online information). What does this mean? Is this normal? Just trying to get from board to board to see if any power problems causing problems.

The rectifier provides unregulated power feeds that can fluctuate WILDLY from specs without the loads (outputs) hooked up. If you get good readings with the outputs connected, move on to the Solenoid Driver/Regulator board.
