I'm sure the displays are fine.
I would guess power. Do you have the correct high voltages of about 68, -100, and -112 (or so)?

On the transformer panel, remove F3 and F4.
Buzz them with your meter.
Those fuses protect the two AC voltages that the dot controller use to create power necessary for the DMDs to work.
