Locked On Lamp - Bally Lamp Board

Here's what I know. It's on the board, and not the wiring to / on the playfield. Centaur orbs special light. I have checked the SCR and it was fine, but I replaced it anyway, in this case Q5. I have tested the resistance of R5, and it is in line with the other resistors around it. I have checked the traces from J2 pin 16 to the leg of the SCR, and it's both good and not shorting to anything else. I have tested the trace from the resistor to pin 13 of the U1 chip, and it's good.

Is my only option that U1 is bad? And no other lights are locked on or off. Thoughts? Thank you

Stick a logic probe on the output of U1 when the lamp is known to be off in the software (starting a game I'd think should have the special lamp off for sure).

Compare to other outputs of u1. If you have another lamp board you could swap that to compare as well to narrow it down a bit.
