just bought a 1977 card whiz and I cant get the lockdown bar to release. any ideas before I break something thanks!!

I cant even get the release handle underneath to move I thinking its locked down and wont release

i just bought it last night so haven't had much time to mess with it i have 5 other pins and never seen one this stuck
