I have had three homes with radiant in floor heating and there are ZERO issues with heat transfer when the slab is covered with underlay and carpet.
Radiant heat is more efficient than furnace heat. Run the radiant thermostat at a higher temp than the furnace thermostat.
Carpet and underlay is nicer on the feet. But that brings up another debate about wearing shoes in the house. (In Canada that's a big no no, but depending on your State taking shoes off inside a house may be considered odd.)
