It looks like you may have trimmed out the part of their email that talked about parking (or at least it's not showing up on my display) so I can't tell what the issue was exactly.

He’s presumably talking about the “just park at a meter and if you get a ticket the court will waive it” option they provide. Which admittedly isn’t what people usually mean by “free parking,” but would provide you with a parking space at no cost to you (other than your time sending in the ticket to be waived).
