Pass through allows attract mode to look like it should.
No matter how I try to Save I just get: saving active settings
Reverts back to default mode when turned off

Could you post the settings that you read back from it? Also, a picture of your installation?
Since passthrough seems to work, it sounds like the settings (that are only used when NOT in passthrough) may be messed up. It could, however, still be an installation problem where some of the cables didn't get moved from the power driver to the OCD.
