No this doesn't make sense, but the credit indicator light under the apron is a switched light, not GI. A5J3-13
I'd be looking at where the power is coming from on the backbox door for the GI.
Also with the fuse F5 removed, probe pins 8 & 9 at connector J4 on the rectifier board and see that you have zero volts.
