does your multimeter have a frequency counter/ Hz setting? If so check U9 P3 frequency count for 0.5mhz. U9 P3 is usually 2.4vdc. 2.2vdc is close, but often when i would measure voltage outside of what is listed on the bally schematic at those clock pins it would end up meaning there is a clock issue, usually U15 would be bad.
