Yep! And your Hurricane might have different lamps that do this compared to another Hurricane. Non-ghosting bulbs have a resistor that prevents them from illuminating until they get around 2.5V. Many games have a small voltage at the socket all the time. It's not enough to illuminate an incandescent bulb, but it is enough for an LED.
