Does anyone know any distributors that have layaway plan or payment plan?

Your local credit union. They'll pay you interest, even.
Then when you get a good amount saved, you can buy used HUO instead of new and save another 10-20%.

You could check with Trent (tilt), I know someone who has worked something out with him for a Congo he bought
Just some advice - if a distributor ever gets into financial trouble and files bankruptcy you become an unsecured creditor (like owning a gift card to sharper image). What benefit do you get from “layaway” that you don’t get from safely keeping your money in a bank? Why take the risk?
I bought two NIB games and even though I researched and sought out one of the most reputable and stable distributors, I still didn’t want his company holding any more of my money for any longer than he had to. Period.
