Not that this is necessarily your main problem, but you should not sand lead switches in games of this Era. They are low voltage and are gold or special alloy contacts, which sanding can damage. I recommend you replace your flipper switches with stern switches. You'll have to drill new holes to mount them, but reliability is much better.
