When I had clear on the star inserts for a playfield I had, I cut thin strips of sand paper, then folded them so each side of the strip was sand paper. Then I pushed it through, grabbed each side (one hand on each side of the playfield) and filed back and forth. That allowed me to work carefully and use fine grits.
