Contact you credit card company and file a dispute. Without the 2 pins tell the card company the product is not functional thus not as described. Provide the response from him as documentation.
Keith has been doing stuff like this for years.

How is it wrong to file a claim? OP purchased an item that is useless without the 2 pins. Doesn't matter what it cost for those pins! What if Keith forgot to ship the board would you still consider it shady?
