The reading is correct for 3 batteries. 1.5VDC x 3= 4.5VDC
But focus is being lost here. You need to determine why the game will not boot. The batteries are not required to get the game to boot, only proper voltages and a flip on-flip off-flip on of the power as quick as you can.
The game will boot without batteries, the game will boot without bulb voltage, the game will boot without displays (but it will sure be hard to troubleshoot!).

Again, the batteries are not required to boot the machine. They only hold settings. Without them, you can boot the machine by turning the game on-off-on quickly.
