Bally/Williams were not targeting the home market. As long as the hopper was full, operators did not care about decals. If you ever look at some of HEP's restorations, B/W would just throw a decal over another decal from another machine and shipped it out.
Collectors are NOT operators. Different clientele. Operators just cared about ROI. Collectors never get a ROI, and will have a hard time trading their machines for another machine if it looks like crap. Depreciation is the bane of collectors and having incomplete artwork would definitely depreciate a pin.
