One also might check the fuse clips on the flipper board inside the cabinet when all else fails. They are prone to weakness leading to bad connections. These can be sporadic as well, with even the shaker motor being enough to loosen the fuse during a game.
Unfortunately, the “best” way to test them is to push on the fuse and see if the clip bends. Any clips that bend need to be replaced.
