It would help to (by hand) cycle a known working score reel through all positions and see how the individual switches change at different score reel numbers. You should have one set of positions for 0, a different configuration for 1 through 8, and a third for 9. Once you understand that, then make your wonky reel switches follow the pattern. Sketching the three different patterns will help when you compare to the problem unit.
