Check the two pawls as discussed above, they should move easily by hand with no resistance. In a strange coincidence I fixed this exact problem on my new Jungle Queen last night, no work of a lie. Put some rubbing alcohol on a qtip and clean the pawls until they move freely and your problem will be solved.
