A detailed picture or video of what it is actually doing might help. Those x relays can be a pain. They have to be perfectly setup right. I would think it is something with the score motor.

I think you are right about the reset. It could be one of the stepper (player) units not resetting. Have you checked for shorts in the circuit of the 1000 point relay. These are all just stabs in the dark because I just sold my Gottlieb Surf Champ and I now can't see the circuit or insides for myself.
