The jungle lord sound rom appears to be the same as used in Alien Poker, whose ROM I've been playing around with. The signal that kills the background sound is 10011, which after being inverted as it's sent out, means that J3-3, J3-2, and J3-7 go low to trigger it.
If take off the plug in J3 of the sound board and manually ground each of those pins, do they all produce a sound? While you're there, I'd check pins 5,4,8,6 as well to be safe
