Suddenly the switches for "JUDGE" drop targets are out. As are the left and right slings. From the switch matrix it looks like everything in Column 5.

Anyone with ideas how to approach this? My brain isn't working.

No - fix CPU. Yes - fix broken wire.

Yes, if U20 is socketed, I'd swap that first. And hopefully what ever nuked it won't happen again or is fixed.
