Flippers aren't driven by a driver transistor on System 1 games.
I agree with cro_pinman. Check the diodes on the diode boards and look for continuity back to the switch connector on the CPU. Diodes should be 1N270, although people have substituted others and had it work.
I can't remember if the original CPU has a switch test, or what is in its test mode, but use it.
Don't buy a CPU yet (like I did) and find out the problem is something else (like I did).
