This is not a rom issue. The game is compensating for what it believes is a broken game. Most likely you have one or more switches that either don't function properly or are intermittent. I would suspect one or more of the switches that the balls trigger when in the matrix. Or perhaps switches that should trigger when the balls are released. One way or the other, it's a switch issue as switches are the only inputs to the software of the state and workings of the game.
