Double check you didn't put the chip in backwards - often sellers stick the sticker on the rom and you just pop it in assuming the text up is ok, but in reality it should have been oriented the other way.
Happens to everyone at least once and would certainly make the machine not boot. Unfortunately usually hoses the eprom when this happens.
