So did you replace the blown fuse? That's for the switch matrix, and the error message you're getting is because the game recognizes that there's something wrong with the switch matrix.

If the switch matrix fuses are blown and the switch matrix isn't working, hand tests aren't going to work. I'm not even sure the dedicated switches to get to the test modes would work...
