I believe the answer is 18 for pachinko parlours, but I'll check on my way home (I walk past one on my commute). For arcades, including ones with shit-tons of claw machines (it's a thing here) and stuff like this I believe that there's no age limit. There are No Casinos in Japan.

You really want to get used stuff out of Japan--it tends to be super cheap for various reasons. I know there's a grey-market distributor for the stuff in Australia, but I'm not sure how you'd get one to the US.

I believe the answer is politically complicated. Like many laws, there are those that would prefer they don't change, and often those people have money and or power and may be able to stir up others to complain about the immorality of things changing.
