There is either a bad component (predriver or main drive) transistor for THOSE two rows. Or, there is a hard short somewhere on the backside of the board or under the play field.
There could be a bad IC on the Driver board but that is less likely. Best to start with the transistors.
Is this a new problem or has it always done this?
Thank you for the reply. I occured last week. I’m not sure if it occured after the machine was turned on and off by the kids.

You need to look at the transistors that drive those lamps. It's on the power driver board in the head of the game.
Honestly, if you don't know what I'm talking about, you should probably call in a tech to help you resolve the problem. The fix is going to at bare minimum: removing the board, examining and testing it with a multimeter, replacing components with a temperature controlled soldering iron, and reinstalling the board.
