Usually 'startup' = ground illumination only. Things add up fast on a system 11. A 'new' display will run you over $100 and a 'new' working MPU will over $300. Look close at the metal/wood parts as it appears the machine has been sitting for a long time. I would not pay more than $300 for it as there are to many unknowns if it doesn't boot.
I picked up a police force a while back for $300 with no MPU board. I ended up putting $600 into it and eventually sold it for $1100.
